I suspect that the fairy tales are more accessible to the children this
way.  In my local public library the fairy tales would be shelved with the
adult nonfiction with your scheme.  Young children would have no physical
access to this area because shelves are yards away from the children's
section and the shelves are 8' tall. The adult nonfiction and age 9-12
nonfiction are shelved together for better subject access for children and
adults.  When I was a public librarian whenever possible I would shelve
fairy tales with the picture books where young children could find them.
