I believe you might be thinking of

Literacy Partners, a principal's guide to an effective library media
program for the 21st century.
published by the Alabama Department of Education in 1999.

It is on their website at
ftp://ftp.alsde.edu/documents/61/LiteracyPartnersHdbk.pdf

If that link doesn't work, the document is listed in the Library Media
publications of the Office of Technology Initiatives on this page:
http://www.alsde.edu/html/sections/documents.asp?section=61&sort=5&foo
ter=sections

Subject: GEN: State Report on Library Staffing

Dear Group,

In reference to the message about the proposed cut of all elementary
librarians in the city of Rochester, I recall a link to an excellent
state report, maybe Georgia, on the importance of professional library
staffing posted on LM_NET. It was posted last summer or fall. I can't
find it in the archives, but someone else remembers it better. I
think
it would be very helpful to the librarians in Rochester.

Joanne
