I am glad to be able to solve this mystery. As a person who reviews for
magazines, my copy is required six months before the publication date.
Which means I had to read all of the picture books published by July
10th, yes even those published in the fall. Publishers know this and
they provide unfinished materials- folded and gathered sheets of the
pictures books , also known as F&G's and advance reading copies or
galleys of the chapter books. Publishers are also aware that NYPL puts
together this recommenced list therefore I am sure that the librarians
receive these advance materials from which they can make their
selections.
