Question: Difference between read only and re-write CD

Hello,

Can someone explain the purpose of a CD-RW disk?  I
thought you could save a document on the disk; then
decide to edit and resave similar to a floppy.  My
tech person at school says that if I do that; the only
computer able to read/open the edited document will be
the computer I edited the CD-RW on.  Is this correct?
