Covering books & weeding

I met with the retiring librarian whom I am replacing this week. (I've been
out of the library for 5 years...no vacancies in the town to which we
moved.)I've never taken over from another librarian, so this will be
interesting. In the larger, urban school where I was formerly librarian, our
books were processed by a central processing staff. I won't have that here.
The vendor will catalog free of charge but the books won't be shelf-ready as
I've been accustomed to in the past. (Yes, I know, I got spoiled.)

This librarian and one other in the district have been laminating the book
jackets after the spine labels and barcodes were affixed. The (one)other
librarian in the district uses covers over the jackets. I've dealt with
covers before and they can be a pain, coming untaped from the book, etc. It
seems to me, though, that laminating film would be more expensive and my
budget is small enough. Has any one used laminating film for covering book
jacket? Thoughts, anyone? I'm open.

Weeding!! Oh, my gosh! This library (HS) is smaller than the JH or
intermediate libraries but is four years old only. Every shelf is crammed.
There is a whole section called "Archives" for books that pre-date 1965.
Does anyone have a link or list of weeding guidelines? I used to have one in
the former position (science--not over 5 yrs unless information current of
historical...that sort of thing.)
