HI, I queried the group about whether or not it was a copyright violation to print in the school newspaper a student's drawing of a popular cartoon figure like Sponge Bob or Bugs Bunny. Carol Simpson gave the definitive answer: "While a student can certainly copy a cartoon character for art class, and his own education, reprinting that cartoon and distributing it in the student newspaper is probably not considered fair use unless the article that goes with the illustration provides commentary or criticism on the original artwork."
