Target: Fines & replacement cost policy

Where, in writing, does your district set forth how much, if any fines
should be charged for overdue books, what lost book charges are etc?  We've
operated on past practice, but don't have an official written policy.  As
we revise long range plans (which require updating school board policies),
this is the time to address such issues (before anyone challenges
things).  The fines/costs for damage to textbooks appears in our staff
handbook.
