Not sure I'm getting the whole picture -- per the following paragraph:
"The premier tabled his essay in the legislature and invited the
opposition and the Chilean community to grade the paper he did for his
Athabasca University communications course he is taking by
correspondence."

So...  the Premier didn't like his grade (which was generous) from the
university and asked "the opposition and the Chilean community" to grade
it?   Sounds like an abuse of position (and truly spoiled brat
behavior)... it's really reaching in the loyalty department to say
"well, at least he's going to school."
    I'm afraid the lesson students might get is that if you're in
power, you can do anything you want, period.

If you haven't heard about this "scandal" by now, check out
http://tinyurl.com/ys7at.  Alberta's Premier, Ralph Klein, plagiarized
part of an essay for his masters degree.  It's a good object lesson for
our
students that no matter how important/successful they are, they still
need
to cite their sources.
