RE:  books borrowed without permission by teachers before they have even
been processed ...

This is why YEARS AGO, I started to always keep these books under lock
and key.  I am lucky enough to have locking metal cabinets
that the rest of the faculty does not have keys to.

It's the only effective method I have found.

Over the many years the level of this problem has varied...
as the worst culprits come and go.  You almost always know
who is responsible...once you get to know who is interested
in what.

We have one teacher who is so bad, that even other department
members of that teacher, will bring me back books they see squirreled
away in that teacher's room!
