I deal with the silence issue by having the rule of using an "appropriate" voice. I've been working hard to get the students to understand that a voice that is appropriate for one activity (such as sharing an interesting bit from a "fun" book ) can be different from another activity (such as working on a group activity) is completely different from an "outside" voice.
