Be careful using copyright dates for weeding the 398's. Remember those are
folktales, fairy tales, etc. that have a very long shelf life. For those,
look at circulation statistics, general appearance, and importance.
I also have some older books in the 300's on how the government works that
hasn't changed much in the past 20+ years. Check the illustrations to see
how dated the books are. Also that's where some older books on one-room
schools and the Pony Express are and they're still fine.
As far as timing, I say "make a clean sweep of it." Definitely get rid of
the junk. Empty shelves can be a good way to show your need for more
funding.
