[LM_NET] Target: Librarian of the Year Award

Hi,
Does anyone have criteria for a state, regional or district Librarian of the Year 
Award?  If you know of one being given, could you send me the guidelines as well as 
what the actual award is (such as a plaque, a monetary award to the school, any 
other)?  We are considering offering a type of award in North Dakota, but need some 
guidelines for what works well.  Also, if this isn't a good idea, let me know that 
too and thanks for all your help.
