[LM_NET] SEC: Non sequitur/Cell Phones

I am on the handbook committee and we are trying to deal with some
difficult issues.  Cell phones are a problem, and we must try to put
some "teeth" into our policy.  If you have a policy in your school that
works, please share it with me.
Another issue is our IDs.  The students are required to wear IDs on
lanyards at all times.  We are discussing a change and would like to
know what other schools require.
Any advice/suggestions will be appreciated.
