Have you thought about web-based storage?  There are loads of places
where you can "store" files online.  You'll have to see what you can
access through your district's internet filter, of course.  I'm partial
to www.pbwiki.com, which allows you to set up a wiki/blog type page, but
I recommend it mainly because it's FREE, it passes through our filter,
and you can upload all kinds of files, from word documents to photos. 
The kids could open documents at home, work on assignments, and then
save the latest version to their pbwiki.  

I suppose you might find some resistance from parents reluctant to
permit kids on the Internet.  But with floppies, discs, and e-mail
banned, the kids aren't left with much choice!  You may already have
thought about flash/keychain drives, though I suppose any portable
medium can transfer viruses.
