-- as what can a doctor do that a NPR can not do?

I think the DOE in most states define who is a "librarian" in 
schools.  And frankly how would regular people know in the case of a 
doctor or NPR where one set of duties begins and another ends?

If it walks like a duck and quacks like a duck -- isn't it a duck?

Too often its not the library aide that acts like a librarian but the 
librarian who accepts duties that are more akin to those of an aide 
-- for example, why would a district pay professional salaries to a 
librarian to shelve books but how many do you know that do that?

I know, I know -- if you don't have any help...  But if you do it why 
would anyone hire any help???  On the other hand if they can replace 
"you" with an aide who can do the jobs you have chosen to do as part 
of your librarian duties why would they hire you?  And if they do 
replace you aren't they the librarian?

Unfortunately, there are many people in the schools and public 
libraries doing all of the tasks of a librarian, even though they do 
not have the professional degree that we would like to see as a 
requirement.  Whether we like it or not, if a person performs all of 
the tasks of a librarian he or she IS A LIBRARIAN, even without a 
degree.
