No, I'm quite sure that is the whole library policy -- I've seen it in at
least three separate branches, including the main one -- on every occasion
that I've gone to the library since moving here (which is maybe 20 times in
the past ten months).

Actually, they color-code each letter so the label is composed of three
colored stripes -- making it easy to tell when the three-letter-code section
changes (because at least one of the colored stripes changes).  For example,
I have here Sandi Toksvig's "Hitler's Canary" and the letter T is in a pink
stripe, the letter O is in a dark green stripe, and the letter K is in a
dark purple stripe.

It makes the shelves quite colorful, but I don't understand why they don't
bother to continue to sort by the whole author's name.  I can only assume
it's because of the huge collection and the high circulation figures.
