Just another two cents worth added here. I think that the primary objective should be to aim for balance whenever possible. Of course, interacting with students is the top priority. Helping them and talking to them helps develop collection development priorities because you find out what they need and want. If you neglect collection development and maintenance the students will suffer over time. It's hard to keep shelves in order but a basic order is necessary as well as discarding worn copies of books and replacing them with something suitable when there are funds. There are only so many hours in a day and we are all in different situations (amount of help and money) so each librarian's unique situation truly sets the priorities.
