Hello Tim, "Document rights" is part of the solution you're after. From the menu bar, select Advanced > Enabled Usage Rights in Reader, then first save this configuration of the document and proceed after to the next steps. Once you've enabled said rights. you'll then work primarily with the Commenting & Markup menu.
