I DO always tell students that really every book has a Dewey number, but we leave it off in fiction because there are so many fiction books. I do NOT call the remaining books the nonfiction books, but the Dewey books. Fairy tales and a lot of poetry are fiction too. I think it is easier to teach that all books have Dewey numbers than to try to explain why we call the 'rest of the books' nonfiction when they do not all fit that definition.
