Hi Jennifer- Have you seen the recently released "Mile Guide" from the Partnership for 21st Century Skills? It is available in a PDF format and may give you some of the vocabulary you need to express your viewpoint. It also points out the roles other education stakeholders have in helping student develop 21st Century skills. You are likely already familiar with AASL's "Standards for the 21st Century Learner in Action" which will also be of great help. There are marvelous action examples at a variety of elementary grade levels which show how the learning skills, dispositions, responsibilities and self-assessment strategies presented in the standards can be implemented in inquiry-based lessons.
