Thank you to everyone who responded. We had a ton of great suggestions.  I

www.glogster is a cool way to generate posters.  they maybe able to turn 
those into book covers.

it's not a book cover generator....but I think Publisher would work 
well....

An online generator, if there is such a thing, would require about zero 
effort and creativity from his students.
What is the point of that?
Tell him to assign an old-hat project where the kids use magic markers or 
whatever to create the cover, which could then be scanned into whatever 
program he wants his kids to use.
Are they writing reviews of these books that he wants to post to the 
school website?
I guess if he insists on using a computer program for coloring, he could 
have them outline a picture for the cover, scan it, open it in paint or 
some other similar program, and color in the sketch from the scanning.

The best source that I've used is www.bighugelabs.com.  you can sign an 
entire class up and get passwords without having email.  On the web tool 
you can do a huge variety of things, but I think the two best are the 
trading cards or the magazine covers which would work for the book covers. 
 You can save the work, but can print it.

I am not sure without looking but you might see what Thinkfinity has.
