I can't find a definitive answer - yet (LOL)- however, in one explanation of outlining it stated (I'm paraphrasing as I can't find it again) that you indicate a major concept with a Roman numeral and supporting statements with Ordinal. This would seem to make sense as it would imediately identify the major topic.
