Just a thought from "back in the day".....

When I had to stop book check-out was in agreement with the Assist 
Principal. It was his/her job to clear all fines, lost books, fees owed, 
etc., before students received final grades or diplomas. Then if they moved 
during the summer, their IOUs didn't follow them to their next school.

My Assist Principals always ASKED me to close a week or two before the last 
day of school to make HIS/HER job easier.
