We've stopped using the plastic binders on our periodicals in our high
school library because they are so labor intensive and are not a deterrent
to theft.  We are now putting the 3M security strips that we use for books,
in the current issues of magazines that we save for research purposes.  This
has been very effective for us, and worth the money for the security strips.
