What make a good LMC?

I have been asked, at the last minute, to go to 3 urban high schools who
are at risk of losing their state accreditation, largely because of the
pathetic shape of the libraries. They want to know what they need to do
to get their accreditation back.  Does anyone have any basic ideas on
minimum standards or any article titles that would address this issue.  I
think our state standards are too out of reach for them to meet in the
near future.
