I attended a session at our state technology conferece (FETC) given by Gary
Becker, a copyright expert.  If I remember correctly the copyright
guidelines are similar to video use. It should be no problem to "whack" a
site to use in a classroom for a short period.

Our school has an intranet which I have been whacking sites for the
teachers and students to use for research.  I contacted each site and asked
for permission to house their site on our intranet server.  Eight out of
the ten were very happy to give their approval.  One of the sites was even
kind enough to send me copies of their site on a cdrom.  I saved all the
approval letters and have them in a file for documentation.
