Not only do we hold report cards for overdue materials but we deny the
students additional materials until everything is returned. If the issue
becomes a problem -- such as many titles or a huge bill for lost
materials  i deny the student access to the library during study hall.
I, of course, would not deny the student access for class work while the
class was in the library.

We do not charge overdue fines - so it is a matter of lost materials or
materials simply not returned.

We are automated - so the parent letter becomes the document which is
kept in the student's permanent file (in the asst principal's office) -
this tips the secretary that records are to be withheld.
