REF: Book title help - Pickalilly?

I have a teacher who would like the title of a book that she remembers from
her childhood.  She thinks it is from the 40's or 50's.  It has a character
who is named Pickalilly who is very small - as in Tom Thumb small.  Also,
she said the clock strikes 13 in the book at some point.  Does this sound
familiar to any of you?
