TARGET: Web page construction

We are considering putting a homepage on the Internet for our library.
Could you please give me some suggestions as to how to begin, what software
to use, etc?  I looked in the archives but didn't see anything real recent.
Please direct all replies to me.

Some of the students have been asking me why didn't we have one - so I guess
the time has come to construct one.
