Strangely enough I just gave a keynote address Sat. for the
Western NYS chapter of Church libraries on this topic: basically
what I said (although it took me 90 min to say it) was that you
need to develop a mission statement - in writing- and approved by
the polity of your tradition. It should address your purpose
basically. The a collection development policy - also approved -
including donations. Before you can do this, you need to meet with
all involved in ministry within the church - and find out their
needs - do you have children's books, adult books, magazines, CDs,
etc. What support do you give to the education program? What
support do you give to personal searches? family needs? faith
needs? etc. The develop a circulation policy, then a PR campaign,
web site, etc.
