I find that kids of ANY language enjoy bilingual picture dictionaries. They use them for themselves, or to teach their parents English, and it just makes them feel validated. It sounds like your Spanish speaking population is constantly transitioning, so unless that stabilizes perhaps bilingual texts would best serve your needs--stories that both English and Spanish language speakers could appreciate, as opposed to overtly instructional Spanish titles. It would be different if you were seeking materials for instructing in a language.
