FWIW: I'd say that the bibliographic citation should give the original URL, which is a) the 'real' address for the resource in question, b) tells the reader/searcher where/what the root website/document is, c) can be much more easily back-tracked if necessary, in case the site/document moves, d) a tinyURL is really only a redirect; once you get there, the address bar will show the correct/original URL. Even though the TinyURL website says that their versions do not expire, why take that chance?
