Here in British Columbia, Canada, all of our school districts have joined
together to form ERAC - Educacational Resource Acquisition Consortium -
which gives us tremendous buying power and saves us all tons of money on
reviewing, selecting and purchasing  materials in video and software
formats, and which allows us to purchase public performance rights for both
educational and commercial video works. At my school we showed "The Polar
Express" for the whole school without breaking the law - we had purchased
the right to show it to our students. I don't have the info in front of me,
but I believe our school pays about $250 each year for public performance
rights, and we get a list of the commerical videos that are included in the
licence.
