I put the current issue of each periodical in a magazine binder--one of those clear 
front binders with a stiff back (ours are green).  The binders have a barcode 
number on them tied to the MARC record for the current periodical title inside that 
binder. In the catalog MARC record, the main entry is (for example)  _a National 
Geographic _b current periodical. Then in the edition statement is the current 
periodical's date--like June, 2005.  That is the issue that is displayed and 
circulated in the cover with the barcode on it.  When the July issue of National 
Geographic comes in, the June issue is removed from the cover, and the July is 
inserted, and the edition statement is changed in the catalog MARC record.  
However, the barcode stays the same, so at the end of the year, I know how many 
times the current issue of National Geographic has been checked out as the issues 
rolled through the months. 
     Anything other than the current issue, however, has to be checked out as a 
temporary item. I realize that the older issues circulate often as temporaries, but 
I think tracking the most current issue with circulation statistics gives me enough 
info at the end of the year to decide which are the most popular titles and which 
can be safely non-renewed.
