You are correct! I know in NYC schools, paras are not allowed to be alone with 
students, a teacher has to be present. No administrator would pay for two employees 
to be together. What i have seen is a teacher in the library, but they were not 
allowed to circulate books and you know they could never help students with the 
materials. Also, any para or teacher in the library playing librarian....they are 
uncomfortable in that role. Good luck.  Linda
