It seems to me this should be a principal decision, since when parents
complain (& they will eventually) the "boss" needs to be able to back the
teacher.

If your principal can't or won't get in the middle of this, then maybe
you could prepare a short "permission slip" to go home with the kids in
this teacher's class.  It would state the name of the video, what purpose
or objectives would be presented in it, AND the fact it was rated
PG--PG13 & what offensive subject matter it contained. When the student
brought the note back, they could watch the movie. I know this is quite a
bit of trouble but maybe the "trouble" aspect of it would help to
discourage the teacher from "breaking the rules." That's my idea anyway.
