To be blunt, they won't--just as they have never had health care--do  
you hear or see outrage or enthusiastic support to cover them?   When  
was the last time you saw a TV/media report on the living conditions  
on Indian reservations or Appalachia?  Out of sight, out of mind.   
Historically, the poor have and always will be deprived, largely  
ignored, and disadvantaged.  Since they pay very little taxes and most  
do not vote, there political power is nil.  As in the past, the  
disenfranchised  will be always be sacrificed for the greater good of  
the middle and upper class.

Isn't there a federal subsidy to native Americans for computers/ 
technology? Just as state and federal subsidize school lunches and  
school fees--aren't their school and activities fees waived?  Just as  
more and more students are given laptops, The school will check a  
Kindle out to (preloaded with 1,000 age/curriculum books)--it will  
also be the same ereader assigned to him that has all his textbooks  
downloaded.  Their charged battery is good for 500 hours--electricity  
not necessary.

Pertaining to the Gallup library, I am not sure what "busy" means-- 
people using the computers?  The publicly funded local computer cafe  
(used to be the library) will handle that--think of a funded shelter.   
What is the average age of the library patrons?  Under thirty?
