Jane,

I believe children should be surrounded by books at all times so that
they will sense the need in their homes throughout their lives.  However,
I also believe they should have early and frequent exposure to
libraries.  I always encouraged teachers at the middle school level to
build paperback libraries in the classrooms and did not feel that it was
competition.  Frequently, students would begin reading books by a
particular author that they found in the classroom and would come to the
library to ask for more.  We often collaborated as each of us built
collections.

It would seem to me that collections of books in the classroom AND in a
library would provide the best exposure.
